Well thought out and produced, however I am a proponent of immersion rather than 'enabling' immigrant children with special (and expensive) programs. Liberals patronize this population by assuming the kids don't have the intelligence, flexibility and ability to learn on their own. I was 'dropped' into a french school while English is my native language -- today, I am bilingual.
